Who We Are

Company Overview

Sterling Environmental Engineering, P.C. (STERLING), a professional corporation founded by Mark P. Millspaugh, P.E. in July 1993, provides a wide range of environmental consulting and professional engineering services to the public and private sectors.

STERLING is located at 24 Wade Road, Latham, New York, convenient to both the Central Office of the New York State Department of Environmental Conservation (NYSDEC) and the NYSDEC Region 4 office.

STERLING manages projects involving solid and hazardous waste management and permitting, brownfield development, third-party cost estimates, environmental impact analysis, site investigations and remedial plans, construction management, expert testimony, litigation support, and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cost recovery.

STERLING has been designated by the NYSDEC as a Qualified Remedial Consultant (QRC) for solid and hazardous waste site projects and Environmental Quality Bond Act (EQBA) Title 3 work.

STERLING Professional Staff

Mark P. Millspaugh, P.E., President, a licensed Professional Engineer in the States of New York, Vermont, Pennsylvania and New Hampshire, and President of STERLING, with over 35 years of experience in the fields of solid and hazardous waste management, remediation and redevelopment, environmental compliance and permitting, covering land, water and air resources.  Mr. Millspaugh is also well versed with the State Environmental Quality Review Act (SEQRA) and associated environmental baseline studies, impact analysis and design of mitigation strategies.  Mr. Millspaugh has served as an expert during permit adjudication before permitting agencies and with respect to litigation brought by challengers.  Mr. Millspaugh has a Bachelor and Master of Science Degree in Environmental Engineering from Rensselaer Polytechnic Institute.

Rodney L. Aldrich, P.E., Director of Environmental Services, is a licensed Professional Engineer in New York State with over 35 years of experience in solid and hazardous waste management, permitting, due diligence investigation and remediation of contaminated sites, water discharges, and pesticides compliance.  Mr. Aldrich has a Master of Science Degree in Engineering and Environmental Engineering from Rensselaer Polytechnic Institute and a. Bachelor of Science in Civil Engineering from Union College.

Thomas M. Johnson, C.P.G., Senior Hydrogeologist, is a Certified Professional Geologist with the American Institute of Professional Geologists, a licensed Professional Geologist in Washington State and is a former President of the Hudson Mohawk Professional Geologist’s Association. Mr. Johnson has over 36 years of experience in the Federal and State-equivalent CERCLA and RCRA programs and has provided expert opinions and testimony on technical topics related to hazardous waste and petroleum contamination. His career has focused on geology, hydrogeology and environmental restoration serving industrial, commercial, mining, water supply, energy and property acquisition sector clients. Mr. Johnson’s expertise includes client and regulatory liason, project planning and management, data collection and analysis, site characterization, regulatory negotiation, permitting, litigation support and expert testimony. Mr. Johnson has a Bachelor of Science Degree in Geology from the State University of New York in Cortland and a Master of Science Degree in Geology, State University of New York in Fredonia.

Mark A. Williams, P.G., Associate Geologist is a licensed Professional Geologist in Pennsylvania with more than 25 years of experience.  Mr. Williams’ is experienced in site characterization, permitting, regulatory compliance, environmental restoration, environmental site assessment, subsurface remedial and geotechnical investigation, and groundwater resource exploration and development.  He is also a former President of the Hudson-Mohawk Professional Geologists Association and currently serves on the Board of Directors for the New York State Council of Professional Geologists.  Mr. Williams has a Bachelor of Science Degree in Geology from East Carolina University.

Jennifer C. DiCerbo, P.E., Senior Environmental Engineer,is a licensed Professional Engineer in New York State with more than 18 years of experience in Brownfield investigation and remediation, environmental permitting, environmental impact assessment, monitoring, construction oversight, environmental litigation, site investigations and remedial actions.  Ms. DiCerbo has a Bachelor of Science in Civil Engineering from Union College and a Master of Science Degree in Environmental Engineering from Rensselaer Polytechnic Institute.

Beverly A. Commerford, Operations Manager for STERLING for over 15 years, is experienced in the management of STERLING’s overall operations.  Ms. Commerford also assists with litigation support, FOIL review, and preparation of Environmental Quality Bond Act (EQBA) Grant Applications and Reimbursements and Clean Water State Revolving Fund (CWSRF) Loans.  Ms. Commerford is a key contributor to the overall quality of all STERLING’s project deliverables and oversees staff and project deadlines.  Ms. Commerford is also a Licensed Notary Public.


STERLING’s experienced Environmental Engineers undertake Phase I and II environmental site assessments, storm water pollution prevention plans, underground storage tank closures, spills response, construction inspections and environmental sampling/monitoring.

STERLING’s staff perform site investigations, develop remedial programs and oversee construction activity routinely addressing contaminated soil, groundwater, and surface water. Staff are also experienced in performing soil-vapor intrusion and explosive gas surveys, litigation support, and managing the State Environmental Quality Review (SEQR) process.

In addition, STERLING has technicians with experience in design and drafting with CAD Programs such as AutoCAD Civil 3D, HydroCAD, and Vectorworks, along with 3D drawings programs such as Sketchup and Autodesk VIZ, and Geographic Information System (GIS). 

STERLING routinely manages large complex multi-disciplined projects and diverse consulting teams including experts in:
